However, the evaluation result often serves as determinant of bonuses for employees, while under old traditional Nenko system performance appraisals were held twice per year (Aoki 1990). Thus, the old system was considered as a drain on management, while within the new performance-based system managers became responsible for interviewing their subordinates.
